Peningkatan infrastruktur kota dalam bidang teknologi informasi dan komunikasi (TIK) menjadi kebutuhan utama dalam gagasan terbentuknya Smart City. Smart City merupakan pengembangan teknologi informasi yang diterapkan pada sebuah wilayah/ kota. Beberapa pembagian jenis Smart City yaitu, smart economy, smart mobility, smart governance, smart people, smart living, dan smart environtment. Smart Governance merupakan bagian dari smart city yang terfokuskan pada pengembangan sistem pemerintahan, contoh penerapannya yaitu pada instansi pemerintahan Dinas Pekerjaan Umum Bina Marga. Instansi pemerintahan yang dapat diakses secara online dan dapat memberi layanan kepada masyarakat, sangat memberikan peningkatan dalam konsep terbentuknya Smart City. Location Base Service (LBS) merupakan penunjang dalam pengembangan sistem berbasis Smart City. Penerapan LBS pada Instansi Bina Marga dapat memberikan layanan informasi yang memanfaatkan petunjuk lokasi pada mobile device. Berdasarkan pemaparan permasalahan, maka dirancang aplikasi yang mampu memberi pelayanan pengaduan kondisi jalan dan jembatan terhadap masyarakat serta monitoring kondisi jalan guna menunjang kinerja Instansi Bina Marga dalam pemeliharaan infrastruktur jalan dan jembatan. The improvement of city infrastructure in the field of information and communication technology (ICT) became the main need in the idea of Smart City formation. Smart City is a development of information technology which is applied to a region / city. Smart City is divided into several types, there are smart economy, smart mobility, smart governance, smart people, smart living, and smart environment. Smart Governance is part of smart city that focuses on the development of government system, the example of its application is in the government agencies Bina Marga Public Works Department. Government agencies that can be accessed online and able to provide services to the community, is greatly providing an increase in the concept of Smart City Formation. Location Base Service (LBS) is a support in the development of Smart City based system. The implementation of LBS in Bina Marga Institution is able to provide information services that utilize location direction on mobile devices. The platform to be used is Android as well as integration with the PostgreSQL database as a storage support system database. Some services that can be generated from the application of LBS is E-Report as a public complaint service on the condition of roads and bridges, and E-Monitoring using Google Maps Application Programming Interface (API) to support the maintenance of roads and bridges by Dinas Bina Marga. Some of these services will be integrated in the Bina Marga application named E-Bima. Key words : Smart City, LBS, Google Maps API, Bina Marga
