Penelitian ini bertujuan untuk mengidentifikasi sektor basis dan non basis serta menganalisa penyerapan tenaga kerja di sektor basis dan non basis tersebut di Kabupaten Gresik sebagai bahan informasi dan pertimbangan dalam perencanaan pembangunan ekonomi. Penelitian ini adalah penelitian kuantitatif deskriptif dengan menggunakan data sekunder variabel PDRB dan tenaga kerja beserta komponen – komponennya di Kabupaten Gresik. Metode analisis yang digunakan dalam penelitian ini adalah analisis LQ, analisis shiftshare, analisis MRP dan analisis penyerapan tenaga kerja. Hasil analisis LQ menunjukkan sektor industri pengolahan, sektor pertambangan dan penggalian dan sektor pengadaan listrik dan gas adalah sektor basis. Hasil analisis shiftshare menunjukkan sektor yang rata-rata daya tumbuhnya lebih tinggi daripada pertumbuhan ekonomi secara keseluruhan adalah sektor pertanian, penyediaan akomodasi makan minum, konstruksi, perdagangan, transportasi dan pergudangan, informasi dan komunikasi, jasa keuangan, jasa perusahaan, jasa pendidikan dan sektor jasa kesehatan. Sedangkan sektor yang rata-rata pertumbuhan daya saing lokalnya lebih tinggi daripada daya saing sektor yang sama di Provinsi Jawa Timur adalah sektor pertanian, pengadaan listrik, pengadaan air, konstruksi, perdagangan, informasi dan komunikasi, sektor penyediaan akomodasi makan dan minum, sektor jasa perusahaan, administrasi pemerintahan, jasa pendidikan, kesehatan dan sektor jasa lainnya. Hasil analisis MRP juga menunjukkan bahwa sektor pengadaan listrik dan gas adalah sektor unggulan dari sisi pertumbuhan. Dari analisis elastisitas tenaga kerja, diketahui bahwa rata sektor yang nilai elastisitas tenaga kerja paling tinggi pada tahun 2011-2015 adalah sektor basis, yaitu sektor pertambangan dan sektor pengadaan listrik dan gas serta pada tahun 2016-2017 adalah sektor non basis, yaitu sektor transportasi dan lembaga keuangan.

This study aims to identify the basis and non-base sectors and analyze employment in the base and non-base sectors in Gresik Regency as information material and consideration in economic development planning. This research is a quantitative descriptive study using secondary data on GRDP and labor variables and their components in Gresik Regency. The analytical methods used in this study are LQ analysis, shiftshare analysis, MRP analysis and labor absorption analysis. The results of the LQ analysis show the manufacturing sector, the mining and quarrying sector and the electricity and gas procurement sector are the base sector. The results of the shiftshare analysis show that the sectors with average growth rate that higher than the overall economic growth are the agriculture sector, the provision of food and beverage accommodation, construction, trade, transportation and warehousing, information and communication, financial services, corporate services, education services and the health service sector. And the sectors with average growth of local competitiveness higher than the competitiveness of the same sectors in East Java Province are the agriculture sector, electricity supply, water supply, construction, trade, information and communication, the sector of providing food and drink accommodation, the company service sector , government administration, education services, health and other service sectors. MRP analysis results also show that the electricity and gas procurement sector is the leading sector in terms of growth. From the analysis of labor elasticity, it is known that the average sector with the highest value of labor elasticity in 2011-2015 was the base sector, namely the mining sector and the electricity and gas procurement sector and in 2016-2017 the non- base sector, namely the transportation and financial institutions.
