This study is concerned category shift of the text of public notices in Surabaya public area. Beside category shift, in this study also concerned translation equivalence of public notice in Surabaya. This study aims to explain translation shift occur in public notice in Surabaya, also its relevance. This study is conducted by using qualitative approach since the data are in the form of text. The data were the words, phrase, clause, and sentence that found in public notice in Surabaya that contain category shift. In analyzing the data, the writer used interactive model from data collection till draw the conclusion. The data in this study amount of 36 public notice which taken from public area in Surabaya. The writer found 33 data belongs to structural shift, 24 data belongs to class shift, 9 data belongs to unit shift, and 6 data belongs to intra system shift. According to its translation relevance, the writer found amount of 22 data belongs to optimal relevance, amount of 9 data belongs to strong relevance, amount of 5 data belong to weak relevance, and 0 data belong to irrelevance.
