APBD memiliki peranan yang sangat penting dalam perencanaan pembangunan daerah. Tujuan dari penelitian ini adalah Mengetahui pemahaman legislatif dan eksekutif terhadap tugas dan peran dalam penyusunan APBD, Memotret dan menganalisa roleplay antara eksekutif dan legislatif di dalam penyusunan APBD, Mengkaji konflik kepentingan antara eksekutif dan legislatif di dalam penyusunan APBD di Pemda Songkem. Metode penelitian yang digunakan yaitu kualitatif dengan pendekatan studi kasus dengan mengidentifikasi peran dan konflik yang terjadi serta permasalahan dalam penyusunan APBD Pemda Songkem. Hasil penelitian didapatkan dalam penyusunan anggaran potensi konflik berasal dari diantaranya asimetri informasi antara eksekutif dan legislatif, tarik ulur dalam proses tersebut, dominasi kewenangan antara keduanya, penyertaan modal serta permasalahannya, pemanfaatan aset dan permasalahannya, penghapusan aset dan permasalahannya, serta aspek kepentingan dalam proses tersebut. Atas berbagai permasalahan tersebut maka perlu dilakukan peningkatan kompetensi dan kapasitas bagi pihak-pihak yang terlibat dalam penyusunan APBD, membina hubungan harmonis antara eksekutif dan legislatif, serta ada sanksi tegas apabila APBD ditetapkan terlambat, konsistensi aturan dalam penyusunan APBD. APBD has a very important role in regional development planning. The purpose of this research is to understand the legislative and executive understanding of the tasks and roles in APBD, Photographing and analyzing roleplay between the executive and legislative in the preparation of APBD, Reviewing the conflict of interest between the executive and the legislature in the preparation of APBD in Pemkab Songkem. The research method used is qualitative with case study approach by identifying the roles and conflicts that occur as well as problems in preparing APBD Pemda Songkem. The results obtained in the budget preparation of potential conflicts derived from among others information asymmetry between the executive and legislative, tugging in the process, the dominance of authority between the two, capital participation and problems, the use of assets and problems, the removal of assets and problems, as well as aspects of interest in the process . Based on the various problems, it is necessary to increase the competence and capacity for the parties involved in the preparation of APBD, fostering harmonious relationship between the executive and legislative, and there are strict sanctions if APBD is set late, consistency of rules in APBD arrangement.
