Chusnul Linda Munawaroh1 dan Dr. Anita Kristina, S.E., M.Si.2 1Mahasiswa Jurusan Ekonomi Pembangunan Fakultas Ekonomi dan Bisnis Universitas Trunojoyo Madura, 2Dosen Jurusan Ekonomi Pembangunan Fakultas Ekonomi dan Bisnis Universitas Trunojoyo Madura ABSTRAK Penelitian ini bertujuan untuk mengetahui mekanisme alih fungsi lahan yang terjadi untuk PT Kebun Tebu Mas, rasionalitas dan ekspektasi yang mempengaruhi alih fungsi lahan dan dampaknya terhadap kehidupan petani di Desa Lamongrejo. Penelitian ini dilakukan menggunakan metode kualitatif dengan pendekatan studi kasus. Teknik pengumpulan data dilakukan dengan teknik wawancara, observasi, dan dokumentasi. Teknik analisis data dilakukan dengan menggunakan reduksi data, paparan data dan penarikan kesimpulan. Untuk menguji keabsahan data menggunakan triangulasi sumber. Hasil Penelitian menunjukkan bahwa perolehan lahan PT Kebun Tebu Mas menggunakan sistem pelepasan hak atas tanah, strategi yang dilakukan perusahaan untuk menarik minat petani adalah dengan penawaran harga yang dinilai tinggi oleh petani, dan perekrutan tenaga kerja oleh PT Kebun Tebu Mas. Rasionalitas dan ekspektasi petani mempengaruhi dalam pembuatan keputusan untuk melepas lahan yang dimiliki. Rasionalitas petani berupa rasionalitas nilai dengan motivasi berupa need for achievement. Rasionalitas PT Kebun Tebu Mas berupa rasionalitas instrumental (alat-tujuan) dengan motivasi berupa need for power. Rasionalitas pemerintah Desa Lamongrejo adalah rasionalitas instrumental (alat-tujuan) dengan motivasi berupa need for affiliation. Mayoritas petani memutuskan untuk menjual lahan karena harga yang tinggi, ketakutan lahan akan terisolir dan keinginan untuk anak-anak mereka bisa direkrut menjadi pekerja di Kebun Tebu Mas. PT Kebun Tebu Mas memberi dampak positif seperti tersedianya lapangan kerja dan percepatan roda perekonomian dan dampak negatif berupa limbah. Kata Kunci : Rasionalitas, Ekspektasi, Lahan, Aktor

ABSTRACT The aims of the research are to know land conversion mechanism that occurs for Kebun Tebu Mas Company, rationality and expectations that affect land conversion and its impact on the life of farmers in Lamongrejo village. This research conducted using qualitative method with case study approach. Data collection techniques are done by interviewing, observation, and documentation. Data analysis tecniques performed using data reduction, data display and conclusion. To test the validity of the data using source triangulation. The result of the research show that the land acquisition Kebun Tebu Mas Company using a land rights disposal system, the company’s strategy to attract the interest of farmers is by offering high prices by farmers, and recruitment of labor by Kebun Tebu Mas Company. Rasionality and expectations of farmers influence in making decision to remove land owned. Rasionality of farmers in the form of value rationality with motivation in the form need for achievement. Rasionality of Kebun Tebu Mas Company in the form instrumental rationality (tool-of-purpose) with motivation in the form need for power. The rasionality of Lamongrejo village government is instrumental rationality (tool-of-purpose) with motivation in the form need for affiliation. The majority of farmers decided to sell the land because of high prices, fear of land will be isolated and desire for their children can be recruited to become workers at Kebun Tebu Mas Company. Kebun Tebu Mas Company gives positive impacts such as the availability of employment and the acceleration of the economy and the negative impact of waste.
