    Abstraksi

    Tujuan penelitian ini adalah untuk mengetahui bagaimana proses dan tahap dalam pelaksanaan pengadaan barang dan jasa di Desa Gladhak Lanjhang. Peneliti ingin mencari tahu dan menggambarkan secara empiris bagaimana sebenarnya praktik pengadaan barang dan jasa pada pembuatan saluran drainase di Desa Gladhak Lanjhang yang meliputi proses perencanaan, pelaksanaan, pengawasan dan serah terima pekerjaan. Penelitian ini menggunakan pendekatan kualitatif deskriptif dengaan menggunakan metode studi kasus dalam menganalisa data. Teknik yang digunakan untuk memperoleh data dengan melakukan wawancara tidak terstruktur, observasi, serta studi dokumentasi. Berdasarkan temuan peneliti di lapangan penelitian ini menyimpulkan beberapa hal yaitu, Tahap perencanaan dilakukan dengan musyawarah yang masih bersifat formalitas. Akibat kurang pahamnya tim pengelola kegiatan dalam pelaksanaan pengadaan barang dan jasa di desa beberapa tahapan belum mampu dilaksanakan secara mandiri oleh tim pengelola kegiatan desa. Hal tersebut tercermin pada beberapa hal seperti penyusunan RAB, Pembuatan LRA dan pada tahap serah terima pekerjaan yang masih harus melibatkan bagian keuangan desa dan pihak-pihak yang lain. Temuan-temuan tersebut menggambarkan bahwa secara prosedural Peraturan Bupati No. 04 Tahun 2014 belum mampu dilaksanakan secara keseluruhan oleh pemerintah Desa Gladhak Lanjhang.     Abstraction

    The purpose of this study was to find out how the processes and stages in the implementation of the procurement of goods and services in the Village of GladhakLanjhang. The researcher wanted to find out and illustrate empirically how the actual practice of procurement of goods and services in the construction of drainage channels in GladhakLanjhang Village which includes the process of planning, implementing, monitoring and handover of work. This study uses a descriptive qualitative approach using the case study method in analyzing data. The technique used to obtain data is by conducting unstructured interviews, observations, and documentation studies. Based on the findings of researchers at the field of research this concludes several things, namely, the planning stage is carried out with deliberation which is still a formality. As a result of lack of understanding of the activity management team in the implementation of goods and services procurement in the village several stages have not been able to be carried out independently by the village activity management team. This is reflected in a number of things, such as the preparation of the budget plans, Making the budget relazion report and at the stage of the handover of the work that still has to involve the village finance department and other parties. These findings illustrate that procedurally Regent Regulation No. 04 of 2014 has not been able to be implemented as a whole by the government of Gladhak Lanjhang Village.
