    Abstraksi

    ABSTRAK Zahratun, Pemungutan Retribusi Parkir di Tepi Jalan Umum Kabupaten Pamekasan. Dibawah bimbingan Nurul Herawati, S.E., M.Si. Tujuan dari penyusunan tugas akhir ini untuk mengetahui pemungutan retribusi parkir di tepi jalan umum dan diterapkannya retribusi parkir berlangganan di Dinas Perhubungan Komunikasi dan Informasi Kabupaten Pamekasan. Dalam tugas akhir ini penulis menggunakan pendekatan deskriptif kualitatif dengan sumber data primer dan sekunder. Proses dari teknik pengumpulan data dari tugas akhir ini dengan observasi, wawancara, serta dokumentasi. Simpulan dari tugas akhir ini yaitu berdasarkan hasil analisis kualitatif dapat diketahui bahwa pemungutan retribusi parkir pada Dinas Perhubungan Kabupaten Pamekasan terdapat dua cara, yakni dipungut di tempat (tidak berlangganan) dan dipungut berlangganan. Dalam pelaksanaan pemungutan retribusi parkir di tepi jalan umum Kabupaten Pamekasan belum sesuai dengan pedoman hukum, peraturan,dan undang-undang yang berlaku. Masih ada beberapa penyimpangan yang tidak sesuai dalam pelaksanaan pemungutan retribusi parkir. Tidak diberikan karcis pada saat pemungutan retribusi, Adanya petugas juru parkir yang memungut tarif retribusi yang tidak sesusai dengan Peraturan Derah Kabupaten Pamekasan Nomor 6 Tahun 2010.     Abstraction

    ABSTRACT Zahratun, Collection Levy Parking Bank Public Road Pamekasan. Supervised Nurul Herawati, S.E., M.Sc. The purpose of this research to determine the levy charged for parking on the public roads and the implementation of parking charges a subscription at Department of Communication and Information Pamekasan. In this research the author uses descriptive qualitative approach with primary and secondary data sources. The process of data collection techniques of this thesis with the observation, interviews, and documentation. The conclusions of this research is based on the results of qualitative analysis can be seen that the levy charged for parking in Pamekasan District Department of Transportation, there are two ways, namely levied at the place (no subscription) and free of subscription. In the implementation of the levy charged for parking on the public roads Pamekasan not in accordance with legal guidelines, regulations, and laws and regulations. There are still some irregularities that do not fit in the implementation of the levy charged for parking. Was not given a ticket at the time of fee collection officer presence of parking attendants who collect levy is not corresponding with Pamekasan of Regional Regulation No. 6 of 2010.
