    Abstraksi

    ABSTRAK Penelitian ini bertujuan untuk menganalisis tingkat efisiensi pengeluaran pemerintah pada sektor pendidikan, kesehatan dan infrastruktur pada empat kabupaten di Madura dengan menggunakan metode Data Envelopment Analysis (DEA). Hasil analisis DEA pada penelitian ini menunjukkan tingkat efisiensi pengeluaran pemerintah pada sektor pendidikan, kesehatan dan infrastruktur yang bervariasi pada empat kabupaten di Madura. Dari empat kabupaten di Madura yang mencapai tingkat efisiensi 100 persen adalah Kabupaten Bangkalan di sektor pendidikan pada tahun 2015, dan di sektor infrastruktur pada tahun 2014 dan tahun 2015. Kabupaten Sampang di sektor pendidikan, kesehatan dan infrastruktur pada tahun 2013. Kabupaten Pamekasan di sektor pendidikan dan kesehatan pada tahun 2014, dan di sektor infrastruktur pada tahun 2014 dan tahun 2015. Kabupaten Sumenep di sektor kesehatan di tahun 2015, dan di sektor infrastruktur di tahun 2014 dan tahun 2015. Optimalisasi yang digunakan adalah input oriented, yaitu meminimalkan input pada tingkat output yang tetap dengan modus skala pengembalian yang tetap (constant return to scale).     Abstraction

    ABSTRACT The purpose of this research is analysis efficient of degree government expenditure at the sector education, healty, and infrastructure on the four regency in Madura with method Data Envelopment Analysis (DEA). The result of of analysis DEA in the research that indicate efficient of degree government expenditure at the sector education, healty, infrastructure which variation on the four regency in Madura. From the four regency in Madura island who relize efficient of degree 100 percen is Bangkalan regency at the sector education on 2015 periodic, and at the sector infrastructure on 2014 and 2015 periodic. Sampang regency at the sector education, healty and infrastructure on 2013 periodic.pamekasan regency at the sector education and healty on 2014 periodic, and at the infrastructure on 2014 and 2015 periodic. Sumenep regency at the sector healty on 2015 periodic and at the sector infrastructure on 2014 and 2015 periodic. This research use optimization input oriented, that is minimization input at output of degree which constant with constant return to scale.
