ABSTRAK Masfiah Diana Fitriani, 2017. Analisis Relevansi Proyeksi, Realisasi dan Potensi Retribusi Parkir Pinggir Jalan (Studi Kasus Kabupaten Madiun) dibawah bimbingan Selamet Joko Utomo, S.E., M.E Penelitian ini bertujuan untuk mengetahui apakah proyeksi pendapatan retribusi parkir pinggir jalan yang ada di Kabupaten Madiun sudah sesuai dengan potensi yang ada serta mengetahui kondisi kinerja Pemerintah Daerah Kabupaten Madiun apakah sudah sesuai dengan prinsip-prinsip pengelolaan keuangan daerah. Jenis penelitian adalah kuantitatif deskriptif dengan metode penelitian yuridis-normatif. Teknik pengumpulan data dilakukan dengan teknik studi kepustakaan dan studi lapangan. Fokus penelitian terdiri dari tiga bagian meliputi Proyeksi, Realisasi dan Potensi Parkir Pinggir Jalan di Kabupaten Madiun. Hasil penelitian menunjukkan bahwa tarif parkir pinggir jalan yang ada di Kabupaten Madiun tidak sesuai dengan yang tercantum pada Peraturan Daerah Kabupaten Madiun. Potensi retribusi parkir pinggir jalan yang ada di Kabupaten Madiun sangat besar namun proyeksi yang ditentukan oleh pemerintah masih sangat jauh dari potensi yang ada. Tingkat relevansi antara proyeksi anggaran dan realisasi anggaran bernilai tinggi namun tingkat relevansi antara proyeksi anggaran dengan potensi anggaran bernilai buruk. Penelitian menunjukkan bahwa kesediaan membayar masyarakat terhadap penggunaan jasa parkir pinggir jalan berada di atas tarif yang ditentukan pemerintah namun masih berada di bawah tarif yang berlaku di lapangan. Tingkat pengetahuan masyarakat terhadap tarif parkir pinggir jalan yang ada di Kabupaten Madiun masih sangat rendah. Pada beberapa hal, kondisi kinerja Pemerintah Kabupaten Madiun belum memenuhi prinsip-prinsip pengelolaan keuangan daerah. Dapat diambil simpulan bahwa potensi retribusi parkir sangat tinggi dan tingkat relevansi antara proyeksi dan realisasi sangat tinggi, namun relevansi antara proyeksi dan potensi cukup rendah. Saran kepada pemerintah, perlu adanya tinjauan kembali mengenai pemungutan retribusi parkir pinggir jalan dan kepada masyarakat hendaknya lebih proaktif untuk mengetahui dan mengawasi penggunaan keuangan daerah. Analysis of roadside parking user charge projection, realization and potential relevance (case study at madiun regency) Under the guidance of Selamet Joko Utomo, S.E., M.E This research purposed to know about the compatibility ofroadside parking charge income projection and its potential also to know the performance condition of Madiun Regency Government, Did it had been compatible by regional finance management principles or didn’t.The research kind is descriptive quantitative with the yuridis-normatif method. The data collected by literature study technique and real condition study technique. The research focuses are containing of three parts about Projection, Realization, and Potential of Roadside Parking on Madiun Regency. The result of research show that the roadside parking rates on Madiun Regency isn’t compatible with what had been there on the Region Regulation of Madiun Regency. The roadside parking charges potential on Madiun Regency are so high but the projection that was made by government is still so far from the potential. The relevance rank between projection estimate and the realization estimate had a high value but the relevance rank between the projection estimate and the potential estimate had a bad value. The research show that the willingness to pay of regency citizens for using the roadside parking service are above of the charge which was been decides by government but that’s still lower than the charge on the real location. The level of citizen’s knowledge about the roadside parking charge on Madiun Regency is still so low. On some condition, the performance condition of Madiun Regency Government still not fulfill the regional finance management principles. The conclusions are the potential of roadside parking charges are so high and the relevance of projection and realization is so high too, but the relevance of projection and the potential is low enough. The suggestion for Governments is reviews about the roadside parking charge’s collecting are in need and for the citizens, better to more active to know and supervise the regional finance use.
