Penelitian ini bertujuan untuk : 1) mengidentifikasi kegiatan ekonomi wilayah pesisir di sektor dan non sektor kelautan dan perikanan yang berbasis konsep blue economy di Desa Sepulu Kabupaten Bangkalan ; 2) Memaknai proses kegiatan ekonomi wilayah pesisir di sektor dan non sektor kelautan dan perikanan di Desa Sepulu Kabupaten Bangkalan. Penelitian ini menggunakan pendekatan kualitatif dengan teknik analisis data menggunakan metode content analysis, analysis life history serta kualitatif deskriptif. Hasil penelitian menunjukkan bahwa dari sebelas indikator konsep blue economy, sembilan di antaranya dinyatakan terkonfirmasi, sedangkan dua lainnya dinyatakan tidak terkonfirmasi. Dengan demikian disimpulkan bahwa kegiatan ekonomi wilayah pesisir di Desa Sepulu Kabupaten Bangkalan dinyatakan telah teridentifikasi berbasis konsep blue economy. Sedangkan dalam hal memaknai kegiatan ekonomi di Desa Sepulu, makna yang ditemukan adalah kesesuaian dengan ajaran Agama Islam dan kesesuaian dengan faktor keturunan. Diketahui bahwa, para pelaku kegiatan ekonomi secara konseptual tidak mengetahui tentang konsep blue economy, akan tetapi kegiatan yang mereka lakukan telah mencerminkan implementasi konsep blue economy berdasarkan kedua makna yang terkandung dalam proses kegiatan tersebut. Kata Kunci : Blue Economy, Efisiensi Alam, Zero – Waste, Kepedulian Sosial dan Multiple Revenue.

This research aims to : 1) Identify coastal economic activities in marine and fisheries sector and non – sector based on the blue economy concept; 2) Giving sense to the process of coastal economic activities in marine and fisheries sector and non – sector based on the blue economy concept in the Sepulu village Bangkalan regency. This research uses qualitative approach with data analysis techniques using the method of content analysis, analysis life history and descriptive qualitative. The results of the study showed that out of the eleven indicators the concept of blue economy, nine of whom stated confirmed, while the other two declared not confirmed.Thus concluded that the coastal economic activities in the Sepulu village Bangkalan regency stated have been identified based on the concept of the blue economy. While in the case of giving sense to the process of coastal economic activity in the Sepulu villages, meaning that found brings to an is aligned with the teaching of the Islamic Religion and compliance with the descendants of factors. It is known that the perpetrators of economic activity conceptually does not know about the concept of blue economy, but activities that they do have to reflect the implementation of the concept of the blue economy based on both the meaning of which is contained in the process of these activities.
