Modern political terrorism comes from the Reign of Terror in 1793. In 1894 Greenwich bombing 1894 in England. The incident also has relation with The Secret Agent: a Simple Tale by Joseph Conrad. In the novel describes how propaganda and anarchist activity by using terrorism is built in the Greenwich Street, London. Relating to this novel, the research question set in this study are: how does the propaganda build The Secret Agent a Simple tale by Joseph Conrad and how is the technique of propaganda that built by Joseph Conrad in the novel. Then, mass communication theory related propaganda is used to analyze the novel. The theory is based on Harold D. Laswell thought. To conduct this study, the qualitative research is used to observe the data in the form of words. After analyzing the novel, it can be concluded that: the propaganda in the novel build by Mr. Vladimir and Mr. Verloc. The propaganda is aiming the plans of Mr. Vladimir in the Milan conference to restrict the socialist movement by making fears of society based on England. The propaganda uses bombing in the Greenwich and it is supported by newspaper. The audience that Mr. Vladimir wanted to know about the incident is people around the world, means that they are a neutral between socialist and capitalist. The result of this propaganda is people curse the anarchist by the action like Mr. Vladimir wants. The technique that used to build propaganda is using a significant symbol of anarchist activity, terrorism. Then the propaganda uses it to manipulate public opinion, so the society blames the anarchist in the socialist group. Key word: Propaganda, Terrorism, Mass Communication, Symbol
