ABSTRAK Tujuan dari penelitian ini adalah untuk mengidentifikasi karakteristik sosial, ekonomi dan budaya komunitas petani tebu di Madura dan mengetahui serta menginventarisasi kelembagaan lokal pertanian yang berpotensi untuk dikembangkan dalam mendukung program pengembangan tebu di Madura. Penelitian dilaksanakan di Kecamatan Tanah Merah , Kabupaten Bangkalan, Jawa Timur. Informan yang terdiri dari instansi-instansi terkait dipilih secara sengaja (purposive) yaitu Kantor Kecamatan Tanah Merah, Kepala Desa, Koperasi Petani Tebu Rakyat, Badan Penyuluh Pertanian, PT. Perkebunan Nusantara X (Persero), Ketua Kelompok Tani dan Dinas Perkebunan Kabupaten Bangkalan. Sedangkan informan petani tebu dilakukan dengan teknik snowball sampling, yakni proses penentuan informan berdasarkan informan atau responden sebelumnya tanpa menentukan jumlahnya secara pasti dengan menggali informasi terkait topik penelitian yang diperlukan dan pencarian akan dihentikan setelah informasi penelitian dianggap sudah memadai. Hasil penelitian menunjukkan bahwa Petani mitra PTPN X sebagian besar berusia produktif, pengusahaan lahan pertanian dalam usahatani tebu cukup luas, memiliki jumlah tanggungan keluarga 4-6 orang, belum tergabung dalam keanggotaan kelompok tani dan dari aspek ekonomi, usahatani tebu yang dilakukan memberikan pendapatan sebesar Rp 6.865.500/Ha per Tahun, Lembaga lokal yang ada di lokasi penelitian yaitu Badan Penyuluh Pertanian, Kelompok Tani dan Koperasi Petani Tebu Rakyat. Sedangkan untuk lembaga non lokal adalah PTPN X. Lembaga yang dominan terhadap budidaya tebu adalah PTPN X dengan pola kelembagaan kemitraan. Kata Kunci : Kelembagaan, Kemitraan, Pendapatan Petani

ABSTRACT The purpose of this research is to identify the characteristics of the social, economic and cultural community of sugar cane farmer’s in Madura and to know the potential of local institutional for agriculture that can be developed by the development programme of sugar cane in Madura. The research was carried out in district of Tanah Merah, Bangkalan Regency, East Java. The informants come from the Agency-related institutions that are selected intentionally in Tanah Merah Subdistrict Offices, namely, the head of the sugar cane Growers Cooperative, Village people. The Agricultural extension officers, PT Nusantara Plantation X (Persero), Chairman of the Group of farmers and The Plantation Bangkalan Regency. The sugar cane farmer’s gotten by snowball sampling technique, the process of determining the informant or informants based on previous respondents without specifying the amount for sure with digging related research topic information required and the search will be halted once the information has been considered adequate research. The result showed that the most of farmers at PTPN X are productive, the commercial operation of agricultural is big enough, They have the number of dependents the family, consisting of 4-6 people who can’t be membership farmer groups yet and the aspect of the economy’s view, The farming of sugar cane provides them as much as 6.865.500 / ha per year local institutions offices at the research agriculture, namely extension officer farmer groups Institution and The cooperative of farmer’s sugar cane. While the non local to the institute is PTPN X, the dominant institution for cultivation of cane is ptpn x with a pattern of institutional partnership.
