Otonomi daerah (otoda) adalah kewenangan daerah untuk mengatur dan mengurus kepentingan masyarakat setempat menurut prakarsa sendiri berdasarkan aspirasi masyarakat dan sesuai peraturan perundang-undangan yang berlaku. Salah satu aspek dari pemerintah daerah yang harus diatur secara hati-hati adalah pengelolaan keuangan daerah. Untuk menganalisis kinerja pemerintah daerah dalam mengelola keuangan daerah dapat dilakukan dengan analisis rasio keuangan. Adapun rasio keuangan yang digunakan meliputi rasio efektifitas, rasio pajak daerah terhadap PAD, rasio kemandirian, dan analisis trend terhadap rasio efektifitas, rasio pajak daerah terhadap PAD, dan rasio kemandirian. Tujuan penelitian ini adalah untuk mengetahui kinerja keuangan daerah Kabupaten Pamekasan jika dilihat dari rasio efektifitas, rasio pajak daerah terhadap PAD dan rasio kemandirian dari tahun 2008-2012, untuk mengetahui analisis trend untuk rasio efektifitas, pajak daerah terhadap PAD, dan rasio kemandirian dari tahun 2008-2012. Data dalam penelitian ini, yaitu Laporan Realisasi Anggaran Pemerintah Kabupaten Pamekasan yang diambil adalah lima tahun terakhir (2008-2012). Kesimpulan penelitian studi ini adalah (1) kinerja keuangan Pemkab Pamekasan jika dilihat dari rasio efektifitas sudah tergolong efektif, (2) jika dilihat dari rasio pajak daerah terhadap PAD kinerja keuangan Pemkab pamekasan digolongkan kurang baik, (3) jika dilihat dari rasio kemandirian kinerja keuangan Pemkab Pamekasan tergolong sangat rendah sekali, (4) analisis trend untuk rasio efektivitas dan rasio kemandirian cenderung meningkat, sedangkan untuk analisis trend untuk rasio pajak daerah terhadap PAD yang cenderung menurun. One aspect of local government that must be regulated carefully is the financial management area. To analyze the performance of local governments in managing local finances can be done with the financial ratio analysis. The financial ratios used include effectiveness ratio, the ratio of the local tax revenue, independence ratio, and trend analysis of the effectiveness ratio, the ratio of tax revenue to the area, and the ratio of self-sufficiency. The purpose of this study is to determine the financial performance Pamekasan area when viewed from the effectiveness ratio, the ratio of tax revenue and the ratio of the area of the independence of the years 2008-2012, to determine the trend analysis of the effectiveness ratio, the local tax revenue, and the independence ratio from 2008 -2012. The data in this study, namely the Government Budget Realization Report Pamekasan taken is five years (2008-2012). In conclusion this study were (1) the financial performance of the District Government Pamekasan when seen from the ratio of effectiveness is quite effective, (2) if the terms of the ratio of local tax revenue to local government's financial performance Pamekasan classified as good, (3) when viewed from the independence ratios of financial performance Pamekasan regency classified as very low at all, (4) analysis of the trend for the ratio of the effectiveness and independence ratio tends to increase, while the ratio for trend analysis for yng local tax revenue tends to decline.
